The DC City Council is considering updates to the Incarceration Reduction Amendment Act (IRAA) and new legislation called the Second Look Act. This legislation has caused some confusion for criminal justice advocates.
The National Reentry Network for Returning Citizens, a participant in the ReThink Justice DC Coalition, has created an comparative analysis of this legislation to examine the impact on those from DC who are currently incarcerated. Today approximately 5,400 residents of the District are currently serving sentences in various federal correctional institutions around the country.
How many of these will be afforded the possibility of sentence reduction from the laws passed in the last three years? This analysis is a layman’s view with the name of the law, the date and an approximation of the affected individuals. Each will have to petition for a review of their sentences and will have to be evaluated against certain criteria that deems them to be eligible to re-join society.
